First,
we're going to make a custom rusty pattern to use with
the layer style. If you want to skip this step and download
the custom rusty pattern then go directly
to step 7.
Otherwise, make a new layer, set your foreground color
to orange and background to black, then go to Filter>Clouds,
click OK.

Now
go to Filter>Add Noise..Use 5.5% for the Amount, select
guassian and monochramic boxes, click OK when done.

Apply
Sponge filter by going to Filter>Artistic>Sponge,
use default settings, press OK.
