To make a layer style with your rusty pattern, first make a new layer. Now go to Layer>Layer Style>Pattern Overlay...Select your pattern among other patterns, it should be the last one at the bottom.

Click on Bevel and Emboss check box at the left. Adjust your Bevel and Emboss settings as shown above.

If you like, you may also add some Drop Shadow, ussually layer style will look better with the drop shadow. Adjust it as shown above, then click OK to finish editing your Layer Style.
